The project addresses the urgent need to integrate an inclusive and responsive university lifelong learning (ULLL) model in Moldova, requiring coordinated action at both national and institutional levels.
Its overarching aim is to enable higher education authorities and universities in Moldova to strategically manage lifelong learning as an integral part of higher education, strengthening Moldova’s responsible and complementary role within the European Higher Education Area (EHEA).
Target groups include representatives of the Ministry of Education, national Bologna promoters, senior university managers, ULLL directors, and operational staff working in lifelong learning.
Promote and strengthen the culture of lifelong learning (LLL) in Moldova and build national consensus among key stakeholders by November 2021.
Develop and promote a national legislative framework and stimulate regulatory reforms in the field of LLL in Moldova by November 2020.
Enhance the integrative function of universities in Moldova by developing institutional lifelong learning strategies by November 2020.
Strengthen the institutional capacity of Moldovan universities for the effective implementation of LLL reforms by November 2021.
Creation and implementation of national legislation that had previously been absent in Moldova, including a National LLL Roadmap, regulations for validation of prior learning (formal and non-formal, VPL), and procedures for applying existing ECTS tools to lifelong learning.
Development and implementation of effective university strategies for integrated LLL, supported by coherent institutional measures for lifelong guidance and VPL, leading to improved institutional capacity and wider participation in LLL.
